Could I hook up a 2 LED to a 3 volt power supply?
Would it matter how much amp the power supply is supplying? Or only the voltage?
No. To light up a LED you need to overcome the forward voltage (different for different colours) and supply 10mA (or whatever the specs suggest). You need a series resistor to give predictability to your circuit design.
