in the old victorian homes, did they place wall paper over plaster walls or right on the wood slats?
Paper would go over finished plaster. Back in the day, good quality paint (even that was pretty wretched by modern standards) was more expensive than paper.
By the way, when the lath-and-plaster was installed, the wood laths would be soaked overnight and installed wet, with the scratch-coat laid on the wet lath to prevent shrinking and cracking. So, what happens today if someone attempts to repeat the three coat (scratch/brown/finish) system on dry wood, the scratch-coat shrinks and cracks as the lath absorbs the water before the plaster cures. If you have this condition, install a layer of visqueen, then metal lath over the wood lath to prevent the problem, and go with only the brown and finish coats. Or go right to blue-board-and-finish-coat.
