How do you tie down this boat cover when the boat is docked in the water?

How is this cover tied down when the boat is docked in the water.. It shows straps to tie down on the trailer but how is it tied down once docked…
if the cover does not have tie down loops sewn in along the bottom edge then sew in some using nylon strap material. you can hold the cover on the boat by using sand filled bags, suspended from the tie down loops, or even sand filled plastic jugs tied to the tie down straps. the weight of the sand will hold the cover on the boat.
