What would be the most efficient way to engineer this object into a professional grade tobacco smoking device?

Not hard. You need to make it into a water bong or “Hooka”.
You need an ink pen (the kind that comes apart and leaves the 5 inch hollow tube), some alluminum foil, some tape, and a lighter.
Take the pen apart and discard everything but the tube. Take the tinfoil and tear off a small 6inch by 6inch portion. Form it around the very top of the tube and into the shape of a small bowl (just small enough to fit inside of the opening in the bottle). Tape it here… tape the tinfoil to the pen tube underneath. Then bend edges of the bowl around the outside of the mouth portion of the bottle. Lastly take a second piece of tinfoil the same size, make a second bowl small enough to fit inside of the first, and poke about 12 holes in it with a toothpick. This will keep your “Tobacco” from falling into the tube.
Burn two small holes in the side of the bottle (one two inches above the other).
Fill the bottle with water just far enough that the end of the tube will site under the water when the tube/bowl assembly is inserted. Insert the bowl, and filter, put your tobacky in the bowl and light it. Use your mouth to suck on one hole and your finger to increase the smoke level inside of the bottle.
